    snap a photo of the spot and i will tell you how i would go it fixing it or some other may give you some input if you need to pull it up from under the dash tack some gas welding rod on the patch and use the welding rod to pull it up and tack it .or pull it up and grab the welding rod with a vice grips to the upper window pinch well
