Usually, a hand-written or printed receipt describing the item, the date purchased, the buyer, the seller, and the price will work. Sometimes they must be notarized. However, PA seems to be way overboard on this stuff. Call someone @ DMV before you spend $$ on a motor you may not be able to use.
Yeah, i called the special sevices unit at the DMV here in PA, and what she told me was. I need to have reciepts for every piece that goes on the car, to show that i payed the sales tax or not. The motor i have in my gerage which i have 5G's invested, can not be used simply because i dont have the vin# from the vehicle that it came out of, so they know whether or not it's been stolen. She said that if i purchace a motor from anyone, that my name, and the salers name, and the vin# from the vehicle from which it came from, along with the #'s from the block must be on the reciept. Or the application could be rejected.
