A mass air flow may be the better of the 2. But, The builder should be able to give you the right direction to go. Myself, I would build what you wanted to start with in this case.
i dont think he can buy a EFI system and put it on a 400 HP motor now, then next yr. add another 250 HP. im gonna say you cant do that, without spending a lot more money.
