Remove the bowl level plug from the side of the bowl. Then while the car is running loosen the float level adjusting screw on the top of the bowl and adjust it so the fuel level is even with the bottom threads on the plug on the side of the bowl. Once that's done replace the plug and adjust the air adj. screws with a vac. gage to get Max vac.
As I said I haven't touched a Holley in about 35 years so don't try this until somebody confirms or flames my advise.

i guess adj. carb. is like ridding a bike. the only other thing is be careful with running the motor, if the float is to high, gas comes out of the bowl plug like a river. you can put the plug back in each time , then run the motor then take the plug back out and check the level until you get it close.
