Ok, that part is fine. Does the return line to the tank come out of the surge tank also? With as much pressure as your building with an electric and an engine driven pump you're going to need a return line to the tank. I ran a setup similar to yours with two supply lines out of the tank. One went to an electric pump near the fuel cell, the other bypassed the pump and the two lines met in a fitting forward of the electric pump then went to the engine driven pump in one -8 line, then to the regulator, then to the carb. All I used the electric pump for was a positive supply to the engine driven pump when I started it up. Once running I would shut off the electric and the engine driven pump would supply all the pressure.... My return line came off the regulator and back to the tank.

Hope you can understand what I'm describing. However you connect your system you are going to need a return line to the tank.
