If you're still having trouble after heeding warrior's advice, then either you have the wrong front cover timing tab for the damper used or the outer ring of the damper has slipped on the elastomeric material used between the ring and hub of the damper and you'll never get it timed properly.

If that's the case, get a piston stop tool and a timing tape to correct TDC so you can time the motor with a light.
