I've said this before, but here goes again....Check the carb body for flatness.Holleys are prone to warping if the bolts are overtightened. File the surface flat, and go easy tightening the float bowl screws. The warped surface allows a leakage of gas directly into the power valve port, causing your symptoms exactly.

no jet size change still 65s i did notice a trikle of gas coming from the back throttle shaft. i removed the carb and there is play in the shaft sideways i guess another wast of money

i put new ones in denny but the shaft still has play

DennyW--I wasn't talking about the base being warped. The vertical faces where the metering body and float chamber seat against, the primary side has the vacuum port for the power valve right in the middle. If it doesn't seal the engine draws fuel directly from the float chamber.

i adjusted the floats dry and running there on the money
