First make sure you can see the line on the balancer, if not mark it with either white paint . Unhook the vacuum line to the dist. and plug it, set idle at around 600-700 R.P.M.'s set timing at around 10 degree's. It's alway's a good starting point, you can alway's advance it more if you need to.Turn idle screw's in untill motor starts to stumble then out 1 1/2 turns. Set floats by opening sight hole's,if fuel pour's out lower floats if no fuel is seen raise float's . The fuel should just trickle out the thread's of the sight hole.Clockwise will lower and counterclockwise will raise the float's. I believe Holley recomends a pressure of around 4-5 P.S.I. at around 8 P.S.I. the pressure will overwelm the needle and seat assemblies.Use your own judgement.If you have a high quality timing light check your advance , also check total timing it should be anywere from 30-36 degree's depending on you 396's high po part's.
