Yeah, the best combination is 50% alcohol, 50% water. You'll get the cooling benefits and combustibility of alcohol and the combustion-slowing benefits of water. At the drug store or grocery, you can usually find quart bottles of 70% Isopropanol. Mix three of these with 2 quarts of water and you will have pretty close to a 50/50 mix.

In the whole scope of things, it doesn't matter if the alcohol is ethanol, methanol or isopropanol. Check the label on the windshield washer fluid at the local auto parts store. I'm not sure what the alcohol content is, but it may be cheaper than isopropanol at the grocery.
