Yes
That defines the temperature at which the thermostat will open.
Theoretically the 170 will run cooler than the 195.
But there are lots of other variables that will define the actual operating temp.
For instance a low water level or restricted flow will run hotter no matter what thermostat you have.

You can run a 160 or 170 in summer and 180 in winter. I run a 180 all year long. I just got a new big 3 core radiator and it runs cool. I run only a 302 by the way.
