Chemical reaction between the tires and the bleach makes the tires get hotter. Hotter = Stickier = better traction. Most sanctioning bodys have ruled it out due to the various hazards it created, including I believe, causing tires to deteriorate to the point they were not safe.
PatOf course, that's just my opinion, I could be wrong!
