Can I get rid of the Draft tube?
I want to get rid of it on a 283. Can I plug those holes and vent through the valve covers with PCV valves? Also the Intake surface on the front of engine has a hole for the oil to go completely through engine when added. Can I use a intake gasket that doesn't go completely around this hole and can I use an Intake that doesn't have the oil tube and just add oil through the valve covers also?

I also have a 283 and yes you can use an intake without the filler tube. As for the rear vacuum mast, i would just keep the mast on but use a vacuum plug to block it off. This is exactly what I did and I have not had any issues with it. Just make sure that you change over to valve covers that have a pcv provision as the stock ones do not have this. Most chevy eng builders that I have talked to just use silicone for the front and rear intake gaskets. I still use the cork ones with just a dab of silicone.
