The fuel bowl level is set by turning the screw on top of the bowl, and in your case you need to turn it counterclockwise, this will raise the fuel level. You need to hold steady the locking nut with a wrench at the same time. On the passenger side of the carb bowl you will find a check screw which needs to be removed enitirely. When the fuel reaches the level of the lower edge of that hole, the fuel level is set correctly.
