I would be curious what cfm the fan is pulling or maybe the amp draw, I have a 327 with a griffin alum. rad and dual spall 11" fans 3000 cfm and runs very cool. A lot of electric fans are over stated as to true cfm my dual spal fans draw about 24 amps It probably take around 18amps to get 2700 cfm out of a 16 in electric fan. You may not be moving enough air Ed ke6bnl
