Would it work?
Lets say that I took GMPP's 350HO crate engine, pulled the cam and replaced it with an emissions friendly cam (Edelbrock's performer cam), and threw on the EGR Vortec intake with a Carter AFB emissions carb. Would this pass an emissions test like a block with the Edelbrock Performer heads and Performer intake? I figure it's not that much trouble to throw the original cam back in after passing emissions if I put on a 3-piece timing cover.

i'm with denny on that.... my buddy used to have a ranger he put a 5.0 in... when ever smog test came, he just swapped back in the old 2.3 that had about 50 miles on it and it passed like it was brand new :D

Well, that was a thought. But, the engine that's in there now is pretty run out (I had to try 4 times before it passed emissions). Also, I don't have a place to be swapping the engine at my convenience. I'm still not sure where I'm going to take my car to swap the engine out when I get it built up.... But, I could just manage to pull the radiator and swap out the cam without my neighbors complaining TOO much (the curse of living in a neighborhood with strict covenants).

What is your emissions criteria? I used a new Vortec 350 engine assembly with an Edelbrock performer, Jet-built Q-jet carb and a ZZ HEI and the thing zeroed both hydrocarbon tests and zeroed one CO measurement and had ..01% on the other. This was with headers and a single GM cat.
Your state probably has different criteria for different year vehicles. A new engine (after initial burn-in) may do pretty well.
On another vehicle, I was able to rejet the Holley to pass....didnt run it that way except to the emissions test and back.

running a slightly hotter thermostat can make an engine pass emmisions, lower CO's when hotter.

I'm not sure of the numbers, but my state requires existing emissions equipment remain, so I have to keep the EGR on it. I haven't seen that Edelbrock makes a Vortec Performer intake with EGR.
So the cam that came in the 350HO passed emissions with that low CO and hydrocarbons? I was led to believe it was too large a cam to get that low on emissions.
