 4,000 is the maximum rpm the motor can be revved to when stalled against the brakes or immovable object. The motor might "flash stall" a little higher than that. That's why racers say not to stall the motor against the brakes when launching at the dragstrip, but to nail the throttle from an idle and the motor will flash stall higher than it would by stalling it against the foot brake.PLANET EARTH, INSANE ASYLUM FOR THE UNIVERSE.
